The VS-1680 supports MIDI Machine Control (MMC). This means that when a VS-1680 is synchronized with a MIDI sequencer that also implements MMC, operations such as Play, Stop, Fast Forward, etc., can be accomplished by operating only the
Master device. You decide what you want to be the MASTER device: Either the VS-1680 or the Software.
MMC messages include transport control functions and location information, but not actual synchronization signals.
With MIDI MACHINE CONTROL, the MMC master device sends a START command to the MMC slave device which, in turn, sends sync signal(usually MTC) back to the MMC master device. An MMC setup requires two-way MIDI communication and the proper setting of the following
parameters on the VS-1680: Device ID, MIDI Out/Thru,
SysEx RX = ON, SysEx Tx = ON, MMC Mode (Master, Slave, or Off).

You're going to have to 'teach' Cubase SX about the VS-1680 as a new Control Surface, I don't have an XML (sp?) file that Cubase uses to define different Control Surfaces.

I would suggest with the VS-1680, make the following settings in the MIDI PARAMETERS (under SYSTEM, SHIFT+F5)

MMC = MASTER
SysEx Tx = ON
SysEx Rx = ON
MIDI Thru/Out = OUT
Control Type = CC (Continuous Controler)

Then, connect a MIDI cable from the VS-1680's MIDI OUT jack to the MIDI IN port on your computer's MIDI interface.

I cannot tell you what settings to make in Cubase SX, however you might want to check the page in the VS-1680 User Guide PDF that shows how to set up the VS-1680 and Cubase.
