The VS8F3 card is usable without a Setup CD IF you have *another* VS8F3 card that has a plugin authorized to that key card.
In other words, a lone VS8F3 card without a setup CD can absolutely be used in the #2, #3, or #4 position, as a means to garner other mono or stereo instantiations of an effect, but IF and ONLY IF, there is a VS8F3 card in the #1 position that has plugins keyed to it and those plugins are installed to the hard drive.
I have a VS8F3 card with a Roland setup CD that I am willing to let go of for $250
